Rwanda's central government domestic debt in levels, published each year by the Ministry of Finance and Economic Planning (MINECOFIN) in its Debt Stock workbook. The series reports the total stock of domestic debt in billions of Rwandan francs, split by maturity into medium-and-long-term and short-term borrowing, alongside the same total expressed in millions of US dollars. Domestic debt is the portion of public debt owed to resident lenders, chiefly through treasury bills and treasury bonds held by banks, non-bank institutions, the central bank, and the social security fund. Rwanda's domestic debt grew almost tenfold over the period, from about 219 billion francs in 2010 to roughly 2.2 trillion in 2023, and shifted markedly toward longer maturities: medium-and-long-term borrowing rose from about 61 percent of the total to 80 percent as the government deepened its domestic bond market. The total in billions of francs equals the sum of the two maturity buckets, a built-in cross-check. Figures come from the same Public Debt Website sheet as the public-debt-to-GDP series; the separate monthly instrument-level sheet in the workbook is dormant, frozen at mid-2018, and is not used here.
