Rwanda's General Government statement of operations, compiled by the Ministry of Finance and Economic Planning (MINECOFIN) on the IMF Government Finance Statistics (GFSM2014) framework and published as a spreadsheet through its publications data portal. The series covers the general government sector (central government, local government, and social security funds consolidated) by fiscal year, which in Rwanda runs from July to June. It reports revenue and its components (taxes, social contributions, grants, and other revenue), expense and its economic components (compensation of employees, use of goods and services, interest, subsidies, social benefits, and other expense), net investment in nonfinancial assets, total expenditure, and the headline balances: the net operating balance and net lending or borrowing, the overall fiscal balance. All figures are in billions of Rwandan francs. Over the decade to 2022/23, general government revenue grew about 2.7 times, from roughly 1.6 trillion francs to 4.2 trillion, while spending grew faster and widened the fiscal deficit. The workbook stacks the general government statement above separate central, local, and social security statements that reuse the same codes; this dataset reads only the general government section.
