Rwanda's headline consumer price index, rebased by imibare to a common reference period so that it can be read beside Kenya's. 618 observations across 210 months.

NISR publishes on 2014 = 100 and KNBS on February 2019 = 100, so the two published levels say nothing about each other. Both are rebased here to the average of calendar 2019, a full year rather than a single month, so that no one month's weather or fuel price sets the anchor.

What this is not: a harmonised index in the ILO or Eurostat sense, which means a common methodology agreed between statistics offices. The basket, the weights and the treatment of housing remain each country's own. This is a common basis computed by a third party, and every row carries the published index alongside the rebased one so the arithmetic can be checked inside the dataset rather than taken on trust.

Three measures. index is the comparable level, 2019 = 100. index_as_published is NISR's own figure, 2014 = 100, untouched. inflation_yoy is the change on the same month a year earlier, which is base-independent and therefore already comparable across countries; the first twelve months carry no rate rather than a null one.

The published series shows no discontinuity at the 2014 rebase: no month in it moves more than six percent on the one before, so the rebasing adds no break of its own.

What the pair shows: over the 210 months the two series share, Rwandan prices rose 195 percent and Kenyan prices 204 percent, which is close enough to be a coincidence rather than a finding. The route differs. Kenya's index climbed faster to 2019, Rwanda's has climbed faster since, and Rwandan inflation has run above Kenyan for the eight months to July 2026.
