Quarterly fixed telephone subscriptions for Rwanda from Table 22 (Section 3) of the RURA ICT Sector Statistics Report, broken down by operator: Airtel, MTN, Liquid Telecom, and BSC (which offers voice-over-IP lines). Fixed telephone is a small and slowly growing corner of the market, at roughly ten thousand lines nationally against fourteen million mobile subscriptions, and it is overwhelmingly Airtel's: the operator's share of fixed lines has climbed past nine in ten. Fixed lines are used mainly by institutions and businesses rather than households. Each report carries the current quarter and the same quarter a year earlier, so the series is assembled from the run of reports, preferring the most recent report for any restated quarter. RURA compiles the figures from the fixed-line operators under their licensing obligations.

Airtel has all but cornered Rwanda's fixed-telephone market: it held 91% of the country's 10,575 fixed lines in early 2026, up from 77% two years earlier, in a service dwarfed by 14 million mobile subscriptions.
