The regulated per-minute tariff for fixed telephone (landline) calls in Rwanda, from Table 27 of the RURA ICT Sector Statistics Report. The schedule is set by call destination and operator: On-net calls stay within the caller's own fixed network, Off-net calls cross to a rival operator, and One Network Area calls reach the East African countries that share a common cross-border tariff zone. Three operators are listed, Liquid Telecom, MTN, and Airtel, alongside the market average the report publishes for each destination. On-net calls are the cheapest, averaging thirty francs a minute, while calls to One Network Area countries average roughly two hundred francs, close to seven times as much. The schedule has held flat across every quarter since 2024, so it reads as a stable regulated rate card rather than a moving series. RURA compiles the figures from the fixed-line operators under their licensing obligations.

Calling across the region costs Rwandans far more than calling nearby: fixed-line calls to One Network Area countries averaged 206 Frw a minute in early 2026, close to seven times the 30 Frw for a call on the same network, and the regulated schedule has not moved since 2024.
