Quarterly water supplied into the distribution network and water billed to customers (cubic metres) by WASAC per operational area, from Tables 4 and 5 of the RURA Water Statistics Report. Around 15 districts (Kigali city, Bugesera, Huye, Musanze, Rubavu, Rwamagana and others), each carried under a metric dimension of supplied or billed. The gap between the two, supplied minus billed, is non-revenue water: the volume that is treated and put into the network but never reaches a metered, paying customer, through physical leakage, unbilled use, and metering error. It is the headline efficiency indicator for a water utility, and for WASAC it runs high, so this series is as much about losses as about volumes. Each report carries five rolling quarters and the series is assembled from the run of reports, preferring the most recent for any restated quarter. WASAC is the national water utility; RURA is the regulator and publisher.

About 41% of the water WASAC puts into its network never reaches a meter: in Q2 2024 it supplied 20.0 million cubic metres but billed only 11.7 million, a non-revenue-water loss that has held between 35% and 47% since 2021.
