Rwanda's audited Consolidated Financial Statements, prepared each year by the Office of the Accountant General in the Ministry of Finance and Economic Planning (MINECOFIN) and audited by the Office of the Auditor General, then published as annual reports through the ministry's publications portal. This series takes the two summary statements that recur unchanged across every vintage on the modified cash basis. From the Consolidated Statement of Revenues and Expenditure it reports total revenue (which on this basis includes domestic and external borrowing), tax revenue, total expenditure (which includes debt repayment and capital spending), and the net surplus or deficit read directly from the statement. From the Consolidated Statement of Financial Assets and Liabilities it takes the government's net financial position. Figures are in billions of Rwandan francs and cover fiscal years, which in Rwanda run from July to June, from 2009/10 to 2022/23. Over that span the audited accounts show revenue climbing nearly fivefold, from about 1.0 trillion to 4.9 trillion francs, yet closing in deficit in nine of the fourteen years. These are the state's own audited books, the audited-actuals complement to the statistical GFSM2014 presentation in fiscal-operations.annual. From 2023/24 the government migrated to an accrual IPSAS basis whose statements are not comparable to this modified cash series, so coverage ends at 2022/23 and the accrual basis is reserved for a future dataset. Each fiscal year is taken from its own report, with the prior-year comparative column used to fill 2019/20, which has no standalone report.
